  3. In another bowl, whisk together the flour, baking powder, and salt. Using a pastry cutter or your hands, cut in the cold butter until the mixture resembles coarse crumbs.
  4. Gradually stir in the buttermilk until just combined. Be careful not to overmix; the dough should be slightly sticky.
